　　 中央决定，今年在全体党员中开展“学党章党规、学系列讲话，做合格党员”学习教育，这是继党的群众路线教育实践活动、“三严三实”专题教育之后，深化党内教育的又一次重要实践，也是推动学习教育从“关键少数”向全体党员拓展、从集中性教育活动向经常性教育延伸的重要举措。“两学一做”，基础在“学”，关键在“做”。“学”，就是深入学习党章党规，重在明确基本标准，树立行为规范;就是深入学习习近平总书记系列重要讲话，重在加强理论武装、统一思想行动。“做”，就是做合格的共产党员，坚定信仰信念、强化政治意识、树立清风正气、勇于担当作为，加强党性修养，始终保持共产党员本色，更加主动地立足岗位作贡献，充分发挥先锋模范作用，做讲政治、有信念，讲规矩、有纪律，讲道德、有品行，讲奉献、有作为的合格党员。“两学一做”学习教育，面对的是全体党员，层级多、范围广，就要精准持久发力、发扬优良作风、讲究方式方法、加强分类指导、切实注重实效。在新形势下践行“两学一做”就要发扬“五大优良作风”，善学善思善为，理论联系实际，密切联系群众，求真务实创新，艰苦奋斗创业，不断取得作风建设和学习教育新成效。

　　 一是要发扬善学善思善为之风。

　　 高度重视学习、善于进行学习、善于深入思考、善于有效作为，是我们党的优良传统和政治优势，是我们党保持和发展先进性和纯洁性、始终走在时代前列的重要保证，也是党员干部健康成长、提高素质、增强本领、不断进步的重要途径。这一优良作风启示我们：在当今经济发展进入新常态和知识更新不断加速的背景下，党员干部践行“两学一做”只有发扬善学善思善为之风、认认真真地善学善思善为、与时俱进地善学善思善为、持之以恒地善学善思善为，才能更好地推动“两学一做”入脑入心，才能始终跟上时代进步的潮流，才能敢于担当重任、提升工作水平和领导水平。

　　 二是要发扬理论联系实际之风。

　　 理论联系实际，是马克思主义的认识论和辩证法，是辩证唯物主义世界观在马克思主义政党作风上的具体表现，是马克思主义最基本的原则之一。这一优良作风启示我们：理论只有与实际紧密联系，才能发挥对实践的指导作用，践行“两学一做”才能实现理论自身的价值和意义。习近平总书记就特别强调，“学习、学习、再学习，实践、实践、再实践”。这一论述其实就是要求以问题为导向，善于拿起理论的武器，到社会实践中敏锐发现问题、敢于直面问题、正确分析问题、切实解决问题，从而做到知与行相统一、学与用相结合，使理论与实际相辅相成、相得益彰，推动“两学一做”与自身工作实际紧密结合，强化政治意识、大局意识、核心意识、看齐意识，在真抓实干、推动改革发展稳定上见实效。

　　 三是要发扬密切联系群众之风。

　　 坚持群众路线、密切联系群众是我们党最大的政治优势。“一切为了群众、一切依靠群众，从群众中来、到群众中去”的群众路线是我们党的生命线和根本工作路线。这一优良作风启示我们：践行“两学一做”只有坚持群众观点，自觉践行群众路线，才能真正做到权为民所用、情为民所系、利为民所谋，才能真正把对上级负责与对群众负责紧密结合和统一起来;也只有坚持一切从广大人民群众根本利益出发，始终把人民群众放在心中最高位置，心系群众，深入群众，才能自觉同以习近平同志为总书记的党中央在思想上政治上行动上保持高度一致，才能更好地推动“两学一做”学习教育融入群众

　　观点和群众路线，实现好、维护好和发展好最广大人民群众的根本利益。

　　 四是要发扬求真务实创新之风。

　　 求真务实创新，不仅是一种科学精神、一种工作作风，也是一种党性要求，更是我们党的思想路线的核心内容、党的优良传统和共产党人应该具备的政治品格。这一优良作风启示我们：践行“两学一做”要坚持实事求是，努力在认识规律、把握规律、遵循和运用规律上下功夫，使思想、行动、决策符合实际情况、符合客观规律、符合科学精神，体现时代性、把握规律性、富于创造性;把求真务实创新要求始终贯穿到日常工作、学习、生活中，主动学习基层的鲜活经验，“干在实处”，争做“求实、务实、踏实的实干家”，更好地推动“两学一做”学习教育接地气、养元气、蓄底气，切实增强自觉践行“两学一做”的实效性和能动性。

　　 五是要发扬艰苦奋斗创业之风。

　　 艰苦奋斗创业，是我们党的优良传统和作风，也是我们党的政治本色。这一优良作风启示我们：在思想开放、理念多元、生活多样化的新时代，广大党员干部要坚持艰苦奋斗创业作风，树立健康的社交观、礼仪观、消费观和事业观，使之成为一种生活准则、工作作风、利益观念、精神状态和高尚情操。尤其在协调推进全面建成小康社会、全面深化改革、全面依法治国、全面从严治党的新形势下，在全党和全社会大力弘扬艰苦奋斗创业作风，高扬艰苦奋斗创业旗帜，就能更好地推动“两学一做”学习教育深入开展，就一定能够经受住“四大考验”、继续战胜“四大危险”，不断适应新常态、破解新困苦、解决新难题，进一步端正党风、转变政风、重塑民风。

　　 准确把握“两学一做”新导向

　　 今年，中央决定要在全党开展“两学一做”学习教育。这是继党的群众路线教育实践活动、“三严三实”专题教育之后，深化党内教育的又一次重要实践，也是面向全体党员从集中性教育活动向经常性教育延伸的重要举措。笔者认为各地党组织应准确把握此次学习的新导向，打造一支具有铁一般信仰、铁一般信念、铁一般纪律、铁一般担当的党员干部队伍，为全面建成小康社会奠定扎实的组织基础。

　　 “两学一做”要以强化理想信念为导向。习近平总书记强调指出，理想信念是共产党人的精神之“钙”，理想信念不坚定，精神上就会“缺钙”，就会得“软骨病”，就会出现越规出界的问题。因此，要以“两学一做”为契机，引导党员干部学党章、学党规、学习近平总书记系列重要讲话，读原著、学原文、悟原理，坚定“三个自信”，补足“精神之钙”，铸牢“党性之魂”。要通过“两学一做”活动，把学习党章党规和习近平系列讲话制度化、常态化，根据不同对象灵活学习形式，增强学习效果，引导党员干部自觉把党章党规和习近平系列讲话要求转化实际行动，做到学而信、学而用、学而行，做到思想同心、目标同向、工作同力、落实同步，以实实在在的成绩展示学习效果。“两学一做”要以讲纪律守规矩为导向。没有规矩不成方圆。党章和党规是党员干部必须遵守的基本行为准则。任何人，不管官多大、资格多老，都要讲纪律守规矩。如果没有铁的纪律，党员干部队伍就会成为一盘散沙，就会丧失战斗力和生命力，更谈不上纯洁性和先进性。要通过“两学一做”学习教育，使党员干部明确“红线”、知道不可逾越“底线”，自觉按党章办事，自觉遵守党规，自觉践行“三严三实”要求。教育引导党员干部在关键时刻、重要关头，始终保持政治定力、守住法纪底线、把好私德关口，树好自已形象，为党员干部队伍增光添彩。

　　 “两学一做”要以发挥党员作用为导向。开展“两学一做”学习教育，就是让党员干部切实发挥好先锋模范作用，更好地服务改革、服务发展、服务民生、服务群众。发挥党员干部先锋模范作用，不能笼统要求，要选好主题，选准选好不同层次、不同行业党员发挥作用的有效载体，扎实开展服务活动，使每一个党员都能依托活动载体发挥自

　　身作用，增强学习教育的针对性和实效性。特别是教育引导每一个党员干部，围绕党的十八届五中全会提出的发展理念，不断提升自已服务的能力和水平，立足岗位奉献，勇于担当作为，引领群众万众一心扶贫攻坚，为全面建成小康社会献智慧、出实力、展形象。

　　 两学一做 “两学一做”。

　　 这是，最近一个时期，出现的新词。

　　 一些组员还不太熟。这个词，啥意思？

　　 即，“学党章党规、学系列讲话，做合格党员”。

　　 党中央决定，2016年，在全体党员中，开展“两学一做”学习教育。

　　 就这个学习教育，近日中办印发了一个方案，并发出通知，要求各地区各部门认真贯彻执行。

　　 这个方案，这个通知，8700多万中共党员，务必认真领会。

　　 我们先看看，“两学一做”学习教育的范围——

　　 通知指出，是“面向全体党员深化党内教育的重要实践”。

　　 没错，“面向全体党员”，不管是党员领导干部，还是普通党员。

　　 我们知道，XX年，“三严三实”专题教育，主要是针对县处级以上党员领导干部。现在，“两学一做”，针对全体党员。

　　这里面有“拓展”和“延伸”——党内教育，从“关键少数”向广大党员拓展；从集中性教育向经常性教育延伸。

　　 9.这次学习教育着力解决哪些问题？

　　 一是着力解决一些党员理想信念模糊动摇的问题，主要是对共产主义缺乏信仰，对中国特色社会主义缺乏信心，精神空虚，推崇西方价值观念，热衷于组织、参加封建迷信活动等；

　　 二是着力解决一些党员党的意识淡化的问题，主要是看齐意识不强，不守政治纪律政治规矩，在党不言党、不爱党、不护党、

　　不为党，组织纪律散漫，不按规定参加党的组织生活，不按时交纳党费，不完成党组织分配的任务，不按党的组织原则办事等；

　　 三是着力解决一些党员宗旨观念淡薄的问题

　　，主要是利己主义严重，漠视群众疾苦、与民争利、执法不公、吃拿卡要、假公济私、损害群众利益，在人民群众生命财产安全受到威胁时临危退缩等；

　　 四是着力解决一些党员精神不振的问题，主要是工作消极懈怠，不作为、不会为、不善为，逃避责任，不起先锋模范作用等；

　　 五是着力解决一些党员道德行为不端的问题，主要是违反社会公德、职业道德、家庭美德，不注意个人品德，贪图享受、奢侈浪费等。要持之以恒纠正“四风”，抓好不严不实突出问题整改，推动党的作风不断好转。

　　 10.这次学习教育的主要措施是有哪些？

　　 答：围绕专题学习讨论。一是党小组要定期组织党员集中学习。二是把个人自学与集中学习结合起来，明确自学要求，引导党员搞好自学。三是按照“三会一课”制度，党小组要定期组织党员集中学习；不设党小组的，以党支部为单位集中学习。四是党支部每季度召开一次全体党员会议，每次围绕一个专题组织讨论。五是突出4个能否，在学习讨论要紧密结合现实，联系个人思想工作生活实际，看自己在新任务新考验面前，能否坚守共产党人信仰信念宗旨，能否正确处理公与私、义与利、个人与组织、个人与群众的关系，能否努力追求高尚道德、带头践行社会主义核心价值观、保持积极健康生活方式，能否自觉做到党规党纪面前知敬畏守规矩，能否保持良好精神状态、积极为党的事业担当作为。六是通过学习讨论，真正提高认识，找到差距，明确努力方向。

　　创新方式讲党课。一是讲党课一般在党支部范围内进行。二是党支部要结合专题学习讨论，对党课内容、时间和方式等作出安排。三是党员领导干部要在所在党支部讲党课，到农村、社区、企业、学校等基层单位党支部讲党课。四是组织党校教师、讲师团成员、先进模范到基层一线党支部讲党课。五是要鼓励和指导基层党组织书记、普通党员联系实际讲党课。六是注重运用身边事例、现身说法，强化互动交流、答疑释惑，增强党课的吸引力和感染力。七是在“七一”前后，党支部要结合开展纪念建党95周年活动，集中安排一次党课。

　　 召开党支部专题组织生活会。一是年底前，党支部召开专题组织生活会。 支部班子及其成员对照职能职责，进行党性分析，查摆在思想、组织、作风、纪律等方面存在的问题。二是要面向党员和群众广泛征求意见，严肃认真开展批评和自我批评，针对突出问题和薄弱环节提出整改措施。三是组织全体党员对支部班子的工作、作风等进行评议。四是党小组可参照党支部要求，召开专题组织生活会。

　　 开展民主评议党员。一是以党支部为单位召开全体党员会议，组织党员开展民主评议。二是对照党员标准，按照个人自评、党员互评、民主测评、组织评定的程序，对党员进行评议。

　　 党员人数较多的党支部，个人自评和党员互评可分党小组进行。

　　 结合民主评议，支部班子成员要与每名党员谈心谈话。三是党支部综合民主评议情况和党员日常表现，确定评议等次，对优秀党员予以表扬；对有不合格表现的党员，按照党章和党内有关规定，区别不同情况，稳妥慎重给予组织处置。

　　立足岗位作贡献。

　　 一是针对不同群体党员实际情况，提出党员发挥作用的具体要求，教育引导党员在任何岗位、任何地方、任何时候、任何情况下都铭记党员身份，积极为党工作。二是结合不同领域不同行业实际，组织引导党员立足岗位、履职尽责。三是在农村、社区，重点落实党员设岗定责和承诺践诺制度；四是在国有企业和非公有制企业、社会组织，重点落实党员示范岗和党员责任区制度；五是在窗口单位和服务行业，重点落实党员挂牌上岗、亮明身份制度；六是在机关事业单位，促进党员模范履行岗位职责，落实党员到社区报到、直接联系服务群众制度；七是在学校，重点要求党员增强党的意识，自觉爱党护党为党，敬业修德，奉献社会。

　　 在纪念建党95周年活动中，评选表彰优秀共产党员、优秀党务工作者、先进基层党组织。

　　 领导机关领导干部作表率。一是党员领导干部要在“两学一做”学习教育中走在前面、深学一层，严格执行双重组织生活制度，以普通党员身份参加所在支部的组织生活，与党员一起学习讨论、一起查摆解决问题、一起接受教育、一起参加党员民主评议。二是要召开党委会，专题学习党章党规和习近平总书记系列重要讲话；要以党委中心组等形式组织集中研讨，深化学习效果。年度民主生活会要以“两学一做”为主题，领导班子和领导干部把自己摆进去，查找存在的问题。

　　 11.这次学习教育的组织领导方式是什么？

　　 答：“两学一做”学习教育在中央政治局常委会领导下进行，由中央组织部牵头组织实施，中央纪委机关、中央宣传部、中央党校配合做好相关工作。

　　 “两学一做”心得体会

　　 2016年3月21日至25日，我参加了州委党校举办的

　　 “两学一做”学习教育专题培训班，培训时间虽然不长，但

　　 感受很深，收获很大下面谈谈个人学习体会：

　　 一、学习的主要收获

　　 1、提高了认识。党风关系到党的生死存亡。党有党纪，国

　　 有国法。没有规矩不成方圆，作为一个共产党员必须带头遵

　　 守党纪国法。在我们党面临“四种风险”、“四种考验”的

　　 历史条件下，强化领导干部廉洁从政教育，保持领导干部思

　　 想纯洁，对于深入推进反腐倡廉建设提高领导干部抵御各种

　　 风险的能力，保持和发扬党的先进性、纯洁性，巩固党的执

　　 政地位具有重点的基础性作用。对于让每一名共产党员在从

　　 业过程中，坚持做到廉洁从政，切实履行好卫生监督员的职

　　 责。

　　 2、武装了头脑。要遵守党纪就必须知道有些什么内容的党

　　 纪条规。党的纪律包括党的政治纪律、组织纪律等方面的内

　　 容，通过学习尤其是通过对《党章》的学习更进一步增强了

　　 宗旨意识，明确了党员的义务和责任。通过对一些具体条规

　　 内容的学习明确了作为一个共产党员必须有底线思维，不得

　　 触犯党的纪律。

　　 3、明确了目标。作为执法人员必须严格遵守党的纪律，筑

　　牢理想信念，提高政治理论素养，增强党性修养和政治定力;

　　 正确对待手中权力，坚决做到用权不谋私、用权不怠政、用

　　 权敢担当、用权永谦逊;明纪律守规矩，自觉学法懂法守法

　　 用法;要履职尽责，扎实工作;要开拓进取，用于创新;要襟

　　 怀坦白，提升卫生计生监督服务水平。内强素质，外树形象，

　　 推动我州卫生监督事业持续健康发展。

　　 二、工作中应坚持的几点

　　 1、要有求真的精神。求真说到底是一种觉悟、一种境界、

　　 一种品德、一种精神，是分析问题、研究问题、解决问题的

　　 有力武器。从大的方面讲，是科学判断新形势，准确把握规

　　 律，探求办法措施。具体到岗位来说，就是坚持把国家的利

　　 益放在首位，坚持把人民利益放在首位，增强压力感和紧迫

　　 感。同时，又要看到我们良好的工作基础、各方面的优势条

　　 件，坚定信心，抢抓机遇，推动工作的不断发展。

　　 2、要有务实的作风。说老实话。办老实事、做实在人，即

　　 是处事为人的立身之本，也是创业为政的基本准则。一个人

　　 的能力有大小、职位有高低，但只要是踏下心来做事、实打

　　 实地做人，就能干出名堂，也就取得组织的信任，得到群众

　　 的赞誉。

　　 3、要有实干的行动。功成不必在我，建功必须有我。实干，

　　 是共产党人的作风;认真，是共产党人的品格。我们要继续

　　 坚持“干”字当头、“实”字为先，遇到困难不缩手，干不

　　成功不罢手，以实干求实绩，以实干求发展。科学的决策再

　　 加上实干的行动，我们的事业就能无往而不胜。

　　 4、要有实际的效果。衡量工作能力的标准，主要是看实绩。

　　 只要是领导布置的任务、安排的工作，都要按时、按质、按

　　 量完成。

　　 5、要筑牢拒腐防变的思想道德防线。我们要认真学习贯彻

　　 习近平同志系列重要讲话精神，坚持立党为公、执政为民，

　　 把反腐倡廉工作寓于工作的全过程，寓于各项政策措施之

　　 中，从源头上预防和治理腐败问题。要强化理想信念教育和

　　 廉洁从政教育，牢固构筑拒腐防变的思想道德防线。要自觉

　　 地以党纪政纪约束自己，用群众的满意度鞭策自己，模范地

　　 遵守廉洁自律的各项规定，始终做到自重、自省、自警、自

　　 励，始终保持共产党人的蓬勃朝气，昂扬锐气和浩然正气，

　　 以自身的模范行动实践为民服务的根本宗旨。

　　 总之“两学一做”贵在坚持。坚持把党的思想建设放在

　　 首位，以尊崇党章、遵守党规为基本要求，以用习近平总书
